Communal Fauna Area of Baskatong Reservoir

In 1927 the Baskatong Reservoir was formed, following the Mercier dam construction. It is a great asset for the region as well as for the whole province.

During the last 10 years the fishing pressures as considerably increased, and it is important to maintain this activity and insure is great quality. Its with that goal in mind that, in collaboration with the "ministère de l'Environnement et de la Faune", the Communal Fauna Area of Baskatong Reservoir has been created, under the precept of "user-payer". This initiative contribute to preserve the economic growth of the region and to insure a great fishing quality to the future generations. In our case, the fishing management of the reservoir is under a non-profit corporation called "Pêche Sportive du Réservoir Baskatong Inc.".

Quebec's first Faunistic Area, located in Lac St-Jean, dates back to 1996. The Baskatong Reservoir was the second, created in the spring of 1998.

The targetted territory
The targetted territory is every navigable part of the Baskatong Reservoir, including : the reservoir itself, the Piscatosine, Cockanagog, de la Caméra, Du Chêne and Georges lakes, with the addition of the navigable sections of the tributary rivers and streams that are not allready included in a structured wildlife territory.

Our Mission
"With a mind to provide equal access to all users, our mission is to take charge of the fishing's management, and contribute to the conservation and protection of our natural resources, in order to fund the restoration of halieutic resources and promote fishing activities at the Baskatong Reservoir."

From all the incomes perceived by the corporation, not more than 25 % should be used for administration. The other 75 % will be put on the enhancement, restauration and protection of the fauna. Which means : sowings, habitat arrangements, surveillance, protection and education.

We also ask that your refrain from using leeches as bait, out of respect for people who do not fish and in order to avoid pollution of our beautiful beaches.

Regulations
  
      Fishing Permits are compulsory in order to fish on any targeted territory lent with exclusive fishing rights by the Government of Quebec.
      Children under 18 can fish free of charge / without permit under adult supervision, and are subject to catch limits applicable under individual permits.
      While fishing, the holder must be in possession of their permit and present it upon request to a wildlife conservation officer or assistant.
      In the case of loss or theft, or if the permit is expired, the user must buy another permit if he wants to fish again.
      The holder of a fishing permit automatically becomes a member of the corporation.
      For wildlife conservation reasons, fishing terms and conditions may be changed during the season.

NEW RULES
  
Fishing for all species is closed from April 1st
to May 19th AND from October 16th to December 20th
  
Size limit for Walleye
  
A 30 centimeters ( 12 inches ) size limit ( at fork ) is now applicable.
  
IT IS FORBIDDEN TO CAPTURE AND KEEP :
         A Walleye of size under 30 centimeters ( 12 inches ) of length from the fork of the tail.
Note :  It is authorize to have the equivalent in fillets of an 30 centimeters ( 12 inches ) or longer size Walleye with the full size skin on the meat.
  
  
Several reasons justified this policy :
  
    a)  78 % of the anglers who answer an Hydro-Quebec study, in 1994, said that a 30 centimeters size limit should be place to protect the Walleye.
  
    b)  The goal is to give a chance to the small Walleye to reproduce at least, one time.
  
    c)  The Baskatong is a very particular lake because of its annual different levels of water and its modified and unbalanced natural habitat. This means that its nutritious material is evacuated, which causes a great number of under a year old Walleye to die.

 

  
   
Beginning of the page Surveillance and protection
The waterplan's control is also part of the corporation's tasks. The restoration of fishing requires specific efforts put on the resource's conservation. The present fishing situation is due in part by a marqued lack of control and protection. The lack of respect of users toward wildlife and existing sanctuaries and spawning grounds, as well as catch and possesions quotas that exceed the allowed limits have inevitably led to the deterioration of fishing quality.
In order to respect its mandate, the corporation shall maintain increased control over the Baskatong Reservoir. Wildlife officers and assistants will patrol the whole waterplan and will deal with offences when necessary.

• Fishing without an Fishing access right ;
• The failure to respect the Walleye size limit ;
• The failure to respect all Quebec fishing regulations.
  
These offenses are punishable by $ 250 to $ 500 fine.
  
  

  
   
Beginning of the page Board of trustees
  
The Board of trustees of the Corporation is formed by 13 members of different organizations. The general members ( owners of Fishing access right ) assembly take place each year, on the fourth Saturday of April.
Seats are composed as follows:
Users-fishermen:   2 members — appointed by the Fédération Québécoise de la faune and members of its regional councils (Laurentides and Outaouais);
 
1 member — elected by panelists at the corporation's annual meeting;
  
Vacationers-fishermen: 
2 members — one member per regional county municipality, appointed by all vacationers who are part of at least one association;
  
Outfitters:   4 members — appointed by Baskatong Inc.'s oufitters association;
  
Paramunicipal:   2 members — appointed by each regional county municipality
(Antoine–Labelle et Vallée de la Gatineau);
  
Industries:   2 members — invited by the corporation.
